The e-center is the Department of Energy's informational web site. It includes current business opportunities, registering to submit proposals, and obtaining information and guidance on the acquisition and financial assistance award process. The e-Center allows access to the DOE's Industry Interactive Procurement System (IIPS).

Only the Office of Sponsored Programs (OSP) official is registered with e-Center. The first step should be to contact and provide the OSP with the solicitation number.

Five (5) days prior to agency deadline, a hard copy of the proposal must be submitted to OSP with the Proposal Approval Form completed and signed by all appropriate parties. OSP Quick Reference details what needs to accompany the Proposal Approval Form.

The final electronic submission of the proposal must be coordinated with the OSP Officer.  The DOE solicitation specifies the number of required files and the order the file should be uploaded. The PI needs to coordinate for review and approval with the OSP representative, any required proposal files. It is mandatory that the final draft of the application be completed 48 hours before the grant application due date in order for the grant to be electronically submitted. It is the PIs responsibility to work with the OSP representative to finalize the submission of the grant application.
