Connie Sampson, MS - Chief /Assistant Vice President for University Police

Connie Sampson was hired as Director/Chief of Police February 1996 and appointed Assistant VP January 2008. She brings to the Georgia State University Police Department over 33 years of Law Enforcement and Management Experience. Chief Sampson is responsible for the day to day operations of the Police Department, Facilities Management and the Office of Emergency Management.  Under the direction of Chief Sampson, the police department holds the "Triple Crown" of proven professionalism. This was achieved by her department attaining State of Georgia Certification by the Georgia Association of Chiefs of Police, International Accreditation by the Commission on Accreditation for Law Enforcement Agencies, CALEA, and Accreditation by the International Association of Campus Law Enforcement Administrators. Chief Sampson has been recognized by local and national law enforcement organizations for exemplary performance of duty. Some of her local awards include: President of Georgia Association of Campus Law Enforcement Administrators, Vice President of Fulton County Public Safety Training Advisory Council, and Treasurer of the Georgia Association of Chiefs of Police. Chief Sampson has maintained an active membership with NOBLE. Under her leadership, the department has received numerous awards for insuring safety and security of the Georgia State University Community. Chief Sampson attributes her success to a great group of dedicated, well trained employees and to the numerous partnerships that she has nurtured and developed with the university community, local, state and federal law enforcement as well as the private sector.

Deputy Chief Carlton Mullis

Deputy Chief Mullis is the Director of Police. He has the responsibilities for the Operations Section of the Department. These responsibilities and duties include supervision of the patrol, training, communications, and investigation operations.

Deputy Chief Mullis began his Law Enforcement career at the University of Georgia Police Department in 1986. He joined the Georgia World Congress Center Authority Police in 1996 where he served until returning to campus law enforcement in 1999 with the Georgia State University Police.

Deputy Chief Mullis holds a Masters of Science in Criminal Justice from Georgia State University and a Bachelor of Arts in Political Science from the University of Georgia.

Anthony Coleman - Police Operation Major

Major Anthony Coleman joined the Georgia State University Police Department in 1992. He walked the beat as a patrolman and has served as a corporal, sergeant and lieutenant on the various patrol shifts and Investigation Division. Shortly after the Olympics in 1996 he started a 10 officer police bicycle patrol which has now grown to over 20 officers.

As  Operations Major he serves directly under the Deputy Police Chief overseeing the Patrol Division, Investigation Division, Communications Division, the award winning Crime Suppression Team,  the award winning Pedestrian Safety, and the Internal Affairs Division. 

Major Coleman received his Bachelor's Degree in Criminal Justice from Saint Leo University and his Master's Degree from Columbus State University. He has also attended several Incident Command Classes and serves as Incident Commander on high profile events and occurrences. Major Coleman serves as a team leader traveling throughout the state to assist other agencies with their State of Georgia Certifications.
 

Henry Winston - Police Services Major

Henry Winston is the Major over the Police Services Division and has over 40 sworn and non-sworn personnel under his command.  Units under his command include Crime Prevention, Supply, Security, Records, and Key Control. He also coordinates Special Events for the Department.

Major Winston has been active in law enforcement for over twenty-eight years.  He started his career in law enforcement with the GSU Police department and has served as an Investigator for over 6 years, a shift Sergeant, Supply Sergeant and the Special Operations commander for the department during that time. As Major, he has assisted the department in becoming nationally accredited. He has also been an integral part of the community as he has managed special events as the number of details that take place on campus and the number of buildings owned by the university continues to grow.
