Jerry Rackliffe, CPA, MBA, JD.
Senior Vice President for Finance and Administration

Jerry has been with Georgia State University for 25 years.  He has held various positions at Georgia State before becoming Senior Vice President for Finance and Administration. He holds a Bachelor of Science in Accounting, a CPA, MBA and JD from Georgia State University.



 

Elizabeth Jones, MBA, Ed. D
Associate Vice President for Finance and Administration 

Beth spent almost twenty years in healthcare and laboratory information systems management prior to joining Georgia State University in 2001. She holds a Bachelor of Science degree in Medical Technology from the Medical College of Georgia; a MBA from Kennesaw State University and aDoctorate in Education from University of Phoenix. As Associate Vice President for Finance & Administration, she oversees payroll, benefits, HRIS, Spectrum Systems, budget, and web services for the division of Finance and Administration.

 

 



Bruce Spratt
Assistant Vice President for Finance and Comptroller

Bruce spent over five years in the Georgia Department of Audits and fourteen years in University System of Georgia prior to joining Georgia State University in 2006. He is a CPA and holds a Bachelor of Arts degree in Accounting from Kennesaw State University. As Assistant Vice President for Finance and Comptroller, he oversees Accounting Services, Business Services, Disbursements, and Revenue and Receivable Services.

 

 

 


Wayne Reed, MSM
Assistant Vice President for Auxiliary and Support Services 

With a career in higher education spanning more than twenty-four years, Wayne E. Reed, M.S.M., B.A., joined Georgia State University, in August 2002, serving as Assistant Vice President for Auxiliary and Support Services for Georgia State University, having responsibilities for executive leadership and supervision in the following areas of operations:

ATM Banking Services, Copying Services, Dining Services, Graduation Regalia and Photography Services, Mail Services, PantherCard ID/One Card, Parking and Transportation, Printing Services, Rialto Center for the Performing Arts, Safety and Risk Management, Travel Services, University Bookstore, Vending Services

Prior to his current role with Georgia State University, Mr. Reed served as Associate Vice Chancellor for Administration and Finance-Business Services, at East Carolina University, and in other capacities with The University of Texas Health Science Center at San Antonio, and with Pensacola Junior College, in Florida.

 

 

Linda Nelson, MS
Assistant Vice President for Human Resources and Opportunity Development

Mrs. Nelson has over 20 years of HR/AA/EEO and Diversity experience. Linda is responsible for the overall administration and supervision of the following units in Human Resources:  Classification and Compensation; Employment; Employee Relations; Organizational Development Services and Employee Development and Wellness Services.  Mrs. Nelson is also responsible for AA/EEO and Diversity, a unit of the Provost's Office.  Linda has been at the university for over 12 years and in higher education for more than 21 years.

 

Connie Sampson, MS 
Interim Assistant Vice President for University Police

Connie Sampson was hired as Director/Chief of Police February 1996 and appointed Interim Assistant VP January 2008. She brings to the Georgia State University Police Department over 33 years of Law Enforcement and Management Experience. Connie is responsible for the day to day operations of the Police Department, Facilities Management and the Office of Emergency Management.  Under the direction of Connie Sampson, the police department holds both State and National Accreditation for Law Enforcement Agencies. Connie Sampson has been recognized by local and national law enforcement organizations for exemplary performance of duty. Some of her local awards include: President of Georgia Association of Campus Law Enforcement Administrators, Vice President of Fulton County Public Safety Training Advisory Council, 1996 NOBLE Officer of the Year and 1996 Recipient of the Georgia Women in Law Enforcement Achievement Award.

 

William McCullum, BSEE, MSEE
Associate Vice President for Facilities Management Services

William "John" McCullum serves as the Interim Associate Vice President for Facilities Management Services at Georgia State University.  He is responsible for planning, construction, maintenance, operation and security for the University's facilities of approximately five million square feet as well as the supervision of  an in-house work force of over 400 people.  Facilities Management Services includes: Police Operations, Design and Construction Services, Planning, Building Services, Renovations, Administrative Services, Information Systems, and Maintenance and Operations of the University Facilities.  He as also served as Director of Maintenance and Operations, Associate Director for Maintenance and Operations and the Assistant Director for Engineering and Utilities at Georgia State.  Previous to coming to Georgia State University John served 29 years in the U. S. Navy in the Civil Engineer Corps. John holds a BSEE from the University of Utah, an MSEE from The Georgia Institute of Technology and is a registered Professional Engineer.
