Petition for Resident Classification

A student is responsible for registering under the proper residency classification. A student classified as a nonresident who believes that he/she is entitled to be reclassified as a legal resident may submit the following petition to the Office of the Registrar for a change in status.

How to File This Petition

To allow time for your petition to be considered before you register for classes, please file the petition and supporting documentation with the Office of the Registrar as soon as possible, but at least three weeks in advance of registration. If you apply later, you will be charged the non-resident fees for that term. (If you qualify for resident status, you will receive a refund of the out-of-state fees.) In any case, petitions must be filed within 60 days of the beginning of the term. All supporting documentation must also be received within 60 days of the beginning of the term.

Please note that petitions are only reviewed for students who are or have been enrolled, and applicants who have been accepted. However, if you have not yet been accepted, you should submit your petition anyway so that it can be prepared for review.

Who Should File This Petition?

This petition should be submitted only if we have already notified you that you have been classified as a nonresident for tuition purposes and you think that further information could alter that decision. You must demonstrate that you, your parent, your spouse or your court-appointed guardian (if you are a minor) meets the requirements to be considered a legal resident of Georgia for tuition purposes. You may establish this claim by providing documentation to support the definition established by the Board of Regents.

Petition Process

If a petition is approved, classification will not be retroactive to prior semesters.  Students who have filed a petition must respond to all Email requests for information within 10 business days.  These Emails will be sent to the student’s official GSU Email address.  The petitions of students who fail to respond within 10 business days will be denied for a lack of documentation.  A student/applicant wishing to appeal the decision resulting from his or her Petition for Georgia Tuition Classification may request a review of that decision by the University Tuition Classification Committee. The student/applicant must submit such request in writing to the Residency Section of the Office of the Registrar within 20 days of the decision.

Decisions made by the University Tuition Classification Committee may be petitioned by submitting a written letter of appeal to the Associate Provost of Enrollement Services. Appeals should be mailed to:
